The Ruling on the Fidya for the One Performing Qiran

Is the fidya obligatory for the one performing qiran, or is it not?
May Allah bless you. Do not call it fidya; call it hady.And it is obligatory for the one performing tamattu' by the text of the Qur'an: [al-Baqarah:196] .
As for qiran, the majority of scholars hold that hady is obligatory in it, just as it is obligatory in tamattu'. This is the more cautious and preferable position. For this reason, the 'Umrah after Hajj for the one performing ifrad is not prescribed, even though some scholars (may Allah have mercy on them) say: that it is prescribed, based on the story of 'Aishah (may Allah be pleased with her); but the evidence is authentic, and the argumentation is not correct.Meaning: The hadith is authentic; but the argumentation is not correct. None of the Companions performed 'Umrah after Hajj except 'Aishah, for a reason: she was performing tamattu', then she menstruated before she could perform tawaf, so she switched to qiran. Then she was not satisfied except to perform an independent 'Umrah, just as her companions did. So the Prophet (peace and blessings be upon him) permitted her to do so, but he did not prescribe for her brother 'Abd al-Rahman ibn Abi Bakr, who was with her, to perform 'Umrah. This indicates that 'Umrah after Hajj was not known at all among the Companions.
