Question:
You ask Your Eminence and say: If the sheep is not slaughtered, and I wish to give its value in charity, is that permissible?

Answer:
The slaughter is required for the one performing tamattu' or qiran. As for the one who entered the state of ihram for Hajj alone, if he performed Hajj alone (ifrad), then he owes no slaughter. But the one who performed Hajj and 'Umrah together (qiran), or who entered the state of ihram for 'Umrah, completed it, and then entered the state of ihram for Hajj; this person owes a blood sacrifice, one sacrificial animal to be slaughtered in Mina during the days of sacrifice: the Day of 'Id and the three days following it, or in the middle of Makkah; there is no harm in that. He gives it in charity, or eats from it, gives in charity and eats, eats and gives. This is called the hady of tamattu', one sacrificial animal, or one-seventh of a camel, or one-seventh of a cow.
If he is unable to do so, he fasts ten days: three days in Hajj, meaning he fasts them in Hajj before the Day of 'Arafah. If he fasts them in the days of Mina, on the eleventh, twelfth, and thirteenth, that suffices, but it is better to fast them before 'Arafah. And the seven days, when he returns to his family, the remaining seven days are to be fasted at his home, which is more convenient for him, as Allah explained in His great Book, where He said, the Exalted:
then whoever performs 'umrah [during the Hajj months] followed by Hajj [offers] what can be obtained with ease of sacrificial animals. And whoever cannot find [or afford such an animal] - then a fast of three days during Hajj and of seven when you have returned [home]. Those are ten complete [days]. This is for those whose family is not in the area of al-Masjid al-Haramفَمَنْ تَمَتَّعَ بِالْعُمْرَةِ إِلَى الْحَجِّ فَمَا اسْتَيْسَرَ مِنَ الْهَدْيِ فَمَنْ لَمْ يَجِدْ فَصِيَامُ ثَلاثَةِ أَيَّامٍ فِي الْحَجِّ وَسَبْعَةٍ إِذَا رَجَعْتُمْ تِلْكَ عَشَرَةٌ كَامِلَةٌ ذَلِكَ لِمَنْ لَمْ يَكُنْ أَهْلُهُ حَاضِرِي الْمَسْجِدِ الْحَرَامِ
[al-Baqarah:196] meaning that those who are from the people of Makkah, and they are those present at al-Masjid al-Haram, do not owe the hady of tamattu' if they are from the people of Makkah.

The Shaykh: He says, (Exalted and Majestic is He):
then whoever performs 'umrah [during the Hajj months] followed by Hajj [offers] what can be obtained with ease of sacrificial animalsفَمَنْ تَمَتَّعَ بِالْعُمْرَةِ إِلَى الْحَجِّ فَمَا اسْتَيْسَرَ مِنَ الْهَدْيِ
[al-Baqarah:196] meaning: whatever of the hady is easy to obtain, and what is easy to obtain is one sacrificial animal, or one-seventh of a camel, or one-seventh of a cow.
And whoever cannot find [or afford such an animal] - then a fast of three days during Hajj and of seven when you have returnedفَمَنْ لَمْ يَجِدْ فَصِيَامُ ثَلاثَةِ أَيَّامٍ فِي الْحَجِّ وَسَبْعَةٍ إِذَا رَجَعْتُمْ
[al-Baqarah:196] meaning: when you return to your families.

Those are ten complete [days]تِلْكَ عَشَرَةٌ كَامِلَةٌ
[al-Baqarah:196] meaning: three [days] to be observed before the Hajj in Makkah, and seven after his return to his family, as a favor from Allah (Glorified and Exalted is He) and mercy from Him (Exalted and Majestic is He), and as a facilitation. Yes.
