The Shaykh : No, the sa'y is obligatory. It is known that the one who does not perform it is the one who combines (qarin). The one who performs tamattu' with 'Umrah before Hajj must perform it, after the tawaf of ifadah. As for the one who combines Hajj and 'Umrah, it is not permissible for him except if he brings the sacrificial animal; he is the one who is excused from the final sa'y by the first sa'y.
