They have no right to forgive, because the right of the heirs of the murdered person does not take effect until after the debt is paid;As Allah the Exalted said in the verse of inheritance:
after any bequest he [may have] made or debtمِنْ بَعْدِ وَصِيَّةٍ يُوصَى بِهَا أَوْ دَيْنٍ
[Surah al-Nisa: 12], so they have no right to waive the blood money; because the blood money is left in the estate, and for this reason it is added to it. So if we assume that he was killed and he had fifty thousand, and the blood money is one hundred thousand, his wealth becomes one hundred and fifty thousand.
