The Shaykh : To forgive the blood money, that is what you mean? Yes, they do not have the right to forgive it. This is because the right of the awliya (close friends of Allah) of the murdered person is not established until after the debt is paid. This is based on the saying of Allah the Exalted in the verse of inheritance:
after any bequest he [may have] made or debt مِنْ بَعْدِ وَصِيَّةٍ يُوصَى بِهَا أَوْ دَيْنٍ
[An-Nisa 4:11]
Therefore, they have no right to waive the blood money, because the blood money is included in the estate. That is why it is added to it. So, if we assume that he was killed and he had fifty thousand, and the blood money is one hundred thousand, his wealth becomes one hundred and fifty thousand. Yes.
