Rulings on Combining Prayers Due to Rain

Praise be to Allah, Lord of the worlds, and may Allah send prayers and blessings upon our Prophet Muhammad, the Seal of the Prophets and the Imam of the Pious, and upon his family and his Companions, and those who follow them with excellence until the Day of Judgment.

To proceed: This is the one hundred and seventieth session that takes place every Thursday, known as the Open Door Meeting, and this Thursday is the thirteenth of the month of Rajab, year 1418 AH.
We are now speaking about what Allah has bestowed upon this land this week in the form of abundant, widespread rain—praise be to Allah. There is no doubt that abundant rain is among the blessings of Allah, Blessed and Exalted is He, for which one deserves to give thanks and not be ungrateful, to obey and not disobey, and to remember and not forget. No one knows when these rains will descend except Allah, Mighty and Majestic, and no one can cause them to descend except Allah, Mighty and Majestic, and no one can make the earth grow with them except Allah, Mighty and Majestic. Allah, Blessed and Exalted is He, said:
Indeed, Allah [alone] has knowledge of the Hour and sends down the rain and knows what is in the wombs. And no soul perceives what it will earn tomorrow, and no soul perceives in what land it will die. Indeed, Allah is Knowing and Acquainted.إِنَّ اللَّهَ عِنْدَهُ عِلْمُ السَّاعَةِ وَيُنَزِّلُ الْغَيْثَ وَيَعْلَمُ مَا فِي الْأَرْحَامِ وَمَا تَدْرِي نَفْسٌ مَاذَا تَكْسِبُ غَداً وَمَا تَدْرِي نَفْسٌ بِأَيِّ أَرْضٍ تَمُوتُ إِنَّ اللَّهَ عَلِيمٌ خَبِيرٌ
[Luqman: 34].
There is no doubt that these rains may cause some harm to some people, whether by the loss of livestock, the collapse of buildings, or the spoilage of crops. All of this is by the decree of Allah, Glorified and Exalted is He. Therefore, it is obligatory for us, in light of what happens, to be patient and to seek reward from Allah, to take a lesson and a warning, and to compare what has happened to us with the great, destructive floods that occur in other countries, which cause widespread and comprehensive destruction. This will make it clear that the harm these rains have caused in some areas is not comparable to what we hear about in other countries. Praise and grace be to Allah.
