Your Eminence, it is not hidden from you the bombing incident that previously occurred in Al-Ulaya, in which lives were taken, including those of protected non-Muslims and others. This was an act of the foolish and the ignorant, and you know the gravity of this action, its contradiction of the command of Allah and the command of His Messenger, its disregard for the evidence of the Shari'ah, its belittling of the opinions of the scholars and those firmly grounded in knowledge, and its defiance and hostility toward the one in authority. Now that a new bombing has occurred in Al-Khobar, is there a word to clarify the religion of Allah the Exalted regarding this, and to warn against this dangerous path taken by a group of young men, who are few, praise be to Allah? This path is derived from the actions of the Khawarij, though they may not know that they are doing so, and that their action is the action of the Khawarij? Is there a clarification of the religion of Allah, Glorified and Exalted?
By Allah, there is no doubt that this action is one that no one approves of. Every person of sound mind, let alone a believer, does not approve of it; because it is contrary to the Book and the Sunnah, and because it harms Islam internally and externally; because everyone who hears this news attributes it only to those who hold fast to Islam.Then they say: These are the Muslims, these are the morals of Islam, and Islam is innocent of them.
So in reality, these people have harmed Islam above all else, and we ask Allah the Exalted to reward them with His justice for this great harm.

Second: They have harmed their brothers who are committed to the religion; because if people, even Muslims, imagine that this comes from one who claims to be a Muslim and who is zealous for Islam, they will hate one with such morals, and they will assume that these are the morals of every committed person.
And it is known that this does not represent any of the committed people at all; because the truly committed person is the one who adheres to the Book of Allah and the Sunnah of His Messenger (peace and blessings be upon him).
It is not hidden from us all that Allah the Exalted commanded the fulfillment of covenants and the fulfillment of contracts,And he said:
Indeed, the commitment is ever [that about which one will be] questioned.إِنَّ الْعَهْدَ كَانَ مَسْؤُولاً
[Al-Isra: 34] .

It is not hidden from us that the Messenger (peace and blessings be upon him) said: (Whoever kills a person under a treaty will not smell the fragrance of Paradise) .

It is also not hidden from us that he (peace and blessings be upon him) said: (The covenant of the Muslims is one, and the lowest among them is bound by it; whoever betrays a Muslim has the curse of Allah, the angels, and all people upon him) .
It is not hidden from us that safe conduct or protection and lease can be granted even by one of the Muslims, even if he is not the one in authority, and even if it is a woman,The Prophet (peace and blessings be upon him) said: (We have granted safe conduct to the one you have granted safe conduct, O Umm Hani'), so how much more so if this safe conduct is from the rulers? This is the very hostility to Allah and His Messenger and the very defiance of Allah and His Messenger.

Third: If we assume the worst-case scenario that the state to which these people who were killed belong is a state hostile to Islam, what is the sin of these people? These people came by the order of their government, not by their own order. Some of them may have come unwillingly and do not want to commit aggression.
Then what is the sin of the Muslims residing there? Several Muslims from this country were killed, and several of these people were injured, including children, old women, and old men, in their safety, in their night, while resting on their beds.
Therefore, this is considered one of the ugliest crimes, but by the power of Allah
Indeed, the wrongdoers will not succeed.إِنَّهُ لا يُفْلِحُ الظَّالِمُونَ
[Al-An'am: 21] they will be found, if Allah wills, and they will receive their due.
But it is obligatory for students of knowledge to clarify that this methodology is a vile methodology, the methodology of the Khawarij who made the blood of Muslims lawful and left the blood of the polytheists alone, and that these people are either ignorant, or foolish, or hateful.

They are ignorant: Because they do not know the Shari'ah. The Shari'ah commands the fulfillment of the covenant, and the most faithful religion in keeping a covenant is the religion of Islam, praise be to Allah.

And they are also foolish: Because what will result from this incident are harms that only Allah, Mighty and Majestic, knows,Meaning: This is not a means of reform,So that they say:
We are but reformers."إِنَّمَا نَحْنُ مُصْلِحُونَ
[Al-Baqarah: 11] rather, they are the corrupters in reality.
Or they are hateful toward this country and its people, because we do not know, praise be to Allah, any country that implements Islam as this country does.
Now, do the Islamic countries not have graves that are worshipped besides Allah? Do they not have houses of prostitution? Do they not have unlawful sexual intercourse? Do they not have sodomy? Do they not have intoxicants openly in the markets? Do their rulers not declare that they rule by laws, not by the Book and the Sunnah? So what do they want? What do they want from this action of theirs? Do they want reform? By Allah, they are not reformers; they are corrupters. But we must know how recklessness and zeal—which is actually dust, not zeal—reaches this extent? And there is no doubt that this is also a harm, in the fourth or fifth degree, to this country and its people, and a terrorizing of the secure.
Every person is amazed! How does this happen in this secure country?
But we ask Allah, Glorified and Exalted, to disgrace these people, and to reveal to the rulers who planned these crimes, so that they may judge them by the judgment of Allah, Mighty and Majestic.
