A man is a driver and he is working while in the state of ihram. Is it obligatory for him to stay overnight in Mina, just as if he were inside Makkah or in a place outside of it?

Is this driver driving in the sense of: Is he using his vehicle in the service of the pilgrims or not? If it is in the service of the pilgrims, there is no harm; because the Prophet (peace and blessings be upon him) granted a dispensation to shepherds to leave off staying overnight in Mina. But if it is for his own benefit, then no, he must stay overnight in Mina.
