Question: Your Eminence, Shaykh Abdulaziz ibn Abdullah ibn Baz, may Allah grant you understanding.
Peace be upon you, and Allah’s mercy and blessings, and after that:
May Allah bless your times with health and well-being. I have a question regarding staying overnight outside Mina in Muzdalifah. What is the ruling on staying overnight in this location? And is it true that if the tents of the pilgrims are connected to one another from Mina to Muzdalifah, then the one who is outside Mina is considered to be in the same position as the one who is inside Mina? Please inform us, may Allah reward you with good.

Answer: And upon you be peace, and Allah’s mercy and blessings, and after that:
Staying overnight in Mina is an obligatory duty of Hajj for every pilgrim who is able to do so, except for the water carriers, the shepherds, and those in their category. If someone is unable to do so, he owes nothing; for Allah the Exalted said:
So fear Allah as much as you are ableفَاتَّقُوا اللَّهَ مَا اسْتَطَعْتُمْ
[Surat al-Taghabun: 16]. From this, it is known that if a person does not find a place in Mina, he may stay outside it in Muzdalifah, al-Aziziyah, or elsewhere; based on the aforementioned verse and other evidence from the Shari'ah. However, it is not permissible to stay in Wadi Mahsir, because when the Messenger of Allah (peace and blessings be upon him) passed by it, he hastened to leave it. Peace be upon you, and Allah's mercy and blessings.
