Q: We are sitting in Mina and we have wondered, discussed, and debated the sign that reads (Last Mina ). It is obligatory upon you, O our Shaykh, and O the distinguished scholars of Makkah , to issue a ruling for us on this matter; because when the end of Mina was defined, the number of pilgrims did not exceed (1000) thousand pilgrims, and today it is two million pilgrims or more. Are all of these people to reside within this small piece of land and these narrow boundaries of Mina ? For this reason, we ask you, before the next Hajj, if Allah wills, to issue a ruling for us: Is our sitting in this piece of land valid, or are most of these pilgrims sitting outside these boundaries? Because a large number have reached al-Kubra, meaning: beyond the mountain. My dear brother: This matter has occupied the pilgrims; because most of them reside outside
the sign, and we hope to hear your decision.

A: The places and times of Hajj are defined by the Lawgiver, and there is no room for independent legal reasoning in them. The Messenger of Allah (peace and blessings be upon him) performed the Farewell Pilgrimage and said therein:
Take from me your rituals of Hajj, for perhaps I will not meet you after this year of mineخذوا عني مناسككم، فلعلي لا ألقاكم بعد عامي هذا
, and he explained the times and places therein. The boundaries of Mina are from Wadi Muhassir to the Jamrat al-Aqabah. So whoever performs Hajj should seek a place for himself within the boundaries of Mina . If it is difficult for him to obtain a place, he should settle in the nearest place adjacent to Mina and he owes nothing. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
