This is especially so if the Hajj is voluntary. Glory be to Allah! Are you drawing near to Allah by disobeying Him? Even if this is a sin in an act of worship, it is a great error. And it is a ruse against whom? Against Allah the Mighty and Majestic. How do you resort to a ruse against Allah with this, when you want to perform the Sunnah? My brother! If you are going to perform the Sunnah, stay in your country and help those who want to perform Hajj in their Hajj, and you will receive the reward.

As for the voluntary Hajj, it is not obligatory, and obedience to the one in authority in matters that do not involve leaving an obligatory act or committing a forbidden act is obligatory.
Then I say to you, O my brothers: Obedience to the rulers—do you think it is obedience of humans to humans? Do you believe that obedience to the rulers in other than disobedience to Allah is obedience of humans to humans? No.
Rather, it is obedience to Allah the Mighty and Majestic;Because Allah the Exalted says: [al-Nisa:59] So the direction of the statement regarding faith means: It is a requirement of your faith that you obey Allah, obey the Messenger, and obey those in authority. So when we obey the one in authority in other than disobedience to Allah, we draw near to Allah the Mighty and Majestic with this obedience. And our drawing near to Allah by obeying the rulers in not performing Hajj is obedience; obligatory obedience. And leaving the voluntary Hajj is not a sin.
