Allah the Exalted said:
and sent down with them the Scripture and the balanceوَأَنْزَلْنَا مَعَهُمْ الْكِتَابَ وَالْمِيزَانَ
[al-Hadid: 25] (And We sent down with them the Book) The intended meaning is: the Books, for it is a generic name, because the Torah was sent down to Musa (peace be upon him), the Gospel to 'Isa, Allah gave Dawud the Zabur, and Allah gave Ibrahim the Pages. So "the Book" here is a generic name encompassing all the Books. There is no messenger except that he has a Book with him containing commands and prohibitions, news and stories, and other things that the situation requires.
(And the Balance) means: justice,As Allah (Mighty and Majestic) said:
Indeed, Allah orders justice and good conduct and giving to relatives and forbids immorality and bad conduct and oppressionإِنَّ اللَّهَ يَأْمُرُ بِالْعَدْلِ وَالإِحْسَانِ وَإِيتَاءِ ذِي الْقُرْبَى وَيَنْهَى عَنْ الْفَحْشَاءِ وَالْمُنكَرِ وَالْبَغْيِ
[al-Nahl: 90] the justice by which things are weighed in everything, even in the weighing between the idols and the Lord of mankind,Look at the saying of Allah the Exalted:
Is Allah better or what they associate with Him?"آللَّهُ خَيْرٌ أَمَّا يُشْرِكُونَ
[al-Naml: 59] He weighs (Is Allah better, or those they associate [with Him]?)
And
Allah is better,This is justice:
Say, "Are you more knowing or is Allah?"قُلْ أَأَنْتُمْ أَعْلَمُ أَمِ اللَّهُ
[al-Baqarah: 140] and many other things contain justice; because Allah (Glorified and Exalted is He) does not wrong people in anything, so all His rulings are justice, and all His news are principles,And for this he said: (The Balance) The scholars (may Allah have mercy on them) have used this verse as evidence: that analogical reasoning (qiyas) is a legal proof, and it is true. Analogical reasoning in jurisprudential rulings is a legal proof with no doubt in it, and it has proofs, but this is not the place to mention them.
