A Response to Those Who Permit Looking at Women

His Eminence the Shaykh: A man who is followed,and leads a large Islamic group, saying to his followers: says that looking at a woman is permissible,and that is because Allah, Glorified and Exalted is He, when He said:
Tell the believing men to reduce [some] of their visionقُلْ لِلْمُؤْمِنِينَ يَغُضُّوا مِنْ أَبْصَارِهِمْ
[An-Nur:30] that the letter (min) here is partitive, meaning: lower some of your gazes, and prolong your looking at the woman, and if desire arises or lust occurs, then lower your gazes. Is such a statement permissible?
This is a matter of scholarly disagreement, and the disagreement in it is well-known,And the correct view is: that it is obligatory for the woman to cover her face, and there are proofs mentioned in their proper place, and it is good to review the books written on this,and the most comprehensive of them is the book: returning to the hijab, there are good and excellent studies in it, and the believer, if he thinks, will find that what is most likely to arouse desire is uncovering the face, more than uncovering the legs, and more than uncovering the hands, and a person should not judge by himself; a person may not have a strong desire and not be affected by seeing a woman's face, and he may be a young man with a strong desire who is affected by a woman's face, even if she is not beautiful, and the criterion is the more general case,And as for His saying (the Exalted):
Tell the believing men to reduce [some] of their visionقُلْ لِلْمُؤْمِنِينَ يَغُضُّوا مِنْ أَبْصَارِهِمْ
[An-Nur 24:30]
The reason (min) came is for several reasons: one of them is that a sudden glance does no harm.

And among them: that it is permissible for a man to look at his fiancée, and she is not lawful for him.

And among them: that he looks at someone he intends to testify about.

And among them: that he deals with her and does not recognize her except by her face.
or what is similar to that which the scholars mentioned by which looking is permitted.
And it is sufficient for the partitive nature that one of the images emerges.
