No.
It is not part of the Sunnah; because the Prophet (peace and blessings be upon him) did it, whereas the people at that time did not do it. For this reason, when he saw a boy who had shaved part of his head, he said: (Shave it all or leave it all) And if growing the hair were something that should be done, he would have said: Leave it.

And on this basis, we say: Growing the hair is not part of the Sunnah, but if people are accustomed to doing it, then do it; otherwise, do what people are accustomed to; because the Sunnah—my brothers—may be a specific Sunnah,And it may be a Sunnah in its general type: For example: clothing, if it is not forbidden,And regarding appearances, if they are not forbidden, the Sunnah in them is: following what people are doing; because the Prophet (peace and blessings be upon him) did it following the custom of the people.

So we say now: It is the custom of people not to grow the hair; and therefore our great scholars, the first of whom we mention is our Shaykh Abd al-Rahman al-Sa'di, and also our Shaykh Abd al-Aziz ibn Baz, and also the other Shaykhs like Shaykh Muhammad ibn Ibrahim and his brothers and others of the great scholars, do not grow the hair; because they do not see that this is a Sunnah, and we know that if they saw that this was a Sunnah, they would be the most rigorous of people in following the Sunnah.

So the correct view is: That it follows the custom of people; if you are in a place where people are accustomed to growing the hair, then grow it, and if not, then do not.
