Exegesis of the saying of Allah the Exalted: (And he does not speak from desire)]
Allah the Exalted said: [Surat al-Najm: 3] Meaning: He does not speak of anything that issues from desire under any circumstances. So he did not rule on anything for the sake of desire, but he speaks of what was revealed to him from the Qur'an, and what was revealed to him from the Sunnah, and what he exerted his independent legal reasoning in, (peace and blessings be upon him), seeking thereby the public benefit. So his speech, (peace and blessings be upon him), is in three categories: The first: that he speaks of the Qur'an.
The second: That he speaks of the Sunnah revealed to him, which Allah the Exalted approved on his tongue.
The third: That he speaks of independent legal reasoning in which he seeks nothing but the public benefit.
We speak of what we seek to benefit, and we speak from desire. Is every one of us free from desire? No, one leans toward his companion, leans toward his relative, leans toward the rich, leans toward the poor. But the Prophet (peace and blessings be upon him) cannot possibly speak from desire.
So (he does not speak) is in three categories: he speaks of the revelation, or the Sunnah by what is revealed to him, or of his own independent legal reasoning,Meaning: He cannot possibly speak from desire, merely from desire. And since he cannot speak from desire, he does not speak except with truth; if it is the Qur'an, then it is the Qur'an, or if it is from the revealed Sunnah, then it is from the Sunnah, or if it is from the Sunnah of independent legal reasoning, then in any case he is rewarded.
Allah the Exalted said:
Nor does he speak from [his own] inclination.
