Exegesis of the saying of Allah the Exalted: (Or did they create the heavens and the earth? Rather, they are not certain)
Allah the Exalted said: [Al-Tur:36] He moved from the lesser to the greater; the creation of the heavens and the earth is greater than the creation of mankind; He moved from the lesser to the greater, [Al-Tur:36]
No; because (Or) here is like its predecessors; rather, did they create the heavens and the earth?And the answer: No, they acknowledge this. [Surat al-Zukhruf: 9] They acknowledge this, but despite that, they do not acknowledge the message.And for this he said: [Surat al-Tur: 36] Meaning: They do not have certainty regarding the creation of the heavens and the earth that it was Allah who created them; because if they had certainty, that certainty would have led them to believe the Prophet (peace and blessings be upon him) and acknowledge his message.
And, if Allah wills, the rest of the discussion will come regarding the remaining of these great arguments by which Allah compelled the Quraysh. All of this is for the purpose of establishing the proof against them. And if He had willed, Glorified and Exalted is He, He would have punished them without this argumentation or this discussion.
Allah the Exalted said:

أَمْ خَلَقُوا السَّمَاوَاتِ وَالْأَرْضَOr did they create the heavens and the earth
أَمْ خَلَقُوا السَّمَاوَاتِ وَالْأَرْضَNo; because (Or) here is like its predecessors; rather, did they create the heavens and the earth?And the answer: No, they acknowledge this.
And if you should ask them, "Who has created the heavens and the earth?" they would surely say, "They were created by the Exalted in Might, the Knowing."
وَلَئِنْ سَأَلْتَهُمْ مَنْ خَلَقَ السَّمَاوَاتِ وَالْأَرْضَ لَيَقُولُنَّ خَلَقَهُنَّ الْعَزِيزُ الْعَلِيمُRather, they are not certain.
بَلْ لا يُوقِنُونَAnd, if Allah wills, the rest of the discussion will come regarding the remaining of these great arguments by which Allah compelled the Quraysh.
