The questioner: In most cases.

The Shaykh: If he is not wronged, it is not permissible for a person to drop something that the government has regulated, or to try to have it dropped.
As for if he is wronged, he may try to remove the injustice from himself by any permissible means. As for traffic taxes or traffic penalties, they are known to everyone. Now look at how accidents are with us, knowing that the government, may Allah reward it with good, has not fallen short; rather, it has established penalties that deter a person. But the violations are many, and whoever looks at the statistics will be amazed how this can be in the country!
