But suppose a group entered the mosque and found that the people had already prayed.Do we say: Did they pray individually or in congregation? The latter, without a doubt.We say: They prayed in congregation. The Prophet (peace and blessings be upon him) commanded this when a man who had missed the prayer entered and said: (Is there no man who would give charity to this man by praying with him?) So he commanded the one who had prayed to establish a congregation with him. How much more so for one who has not prayed?And it is established from him that he said: (The prayer of a man with another man is purer than his prayer alone, and his prayer with two men is purer than his prayer with one man, and the more there are, the more beloved it is to Allah).
As for what some people cling to, namely that Ibn Mas'ud came to the mosque, found that they had prayed, and then returned.
It is mentioned in al-Mughni that Ibn Mas'ud also prayed in congregation in the mosque. So either there are two reports from him on this matter, or one of them is stronger than the other.

In any case: Even if Ibn Mas'ud and those with him returned and prayed at home, it does not indicate that the second congregation is not prescribed. Because in our view, the action of Ibn Mas'ud conflicts with the statement of the Prophet (peace and blessings be upon him). Which do we prioritize? The statement of the Messenger (peace and blessings be upon him). Also, Ibn Mas'ud's action may have been out of fear that if he established a congregation, being a noble Companion and a jurist, people would make it a custom.And they said: This was the action of Ibn Mas'ud. He also feared that if he established a congregation, the imam of the mosque might have something in his heart.And he says: This is Ibn Mas'ud leaving the prayer with me and establishing a congregation on his own.
There are also other considerations. Therefore, we see that the second congregation is prescribed and that there is reward in it, but not as much reward as in the first congregation.
