The correct view is that it is prescribed, unless it becomes a custom, such that some people say, "We will wait until the first congregation finishes, then we will go and establish a congregation." This is a religious innovation and is not permissible.
But suppose a group enters the mosque and finds that the people have already prayed. Do we tell them to pray individually or in congregation?
Without a doubt, the second option: they should pray in congregation. This is what the Prophet (peace and blessings be upon him) commanded. A man once entered after missing the prayer and said:
Is there any man who may do good with this (man) and pray along with him. ألا رجل يتصدّق على هذا فيصلّي معه

So he ordered those who had prayed to establish a congregation with him. If that is the case for someone who had already prayed, how much more so for someone who had not prayed at all?
