Allah the Exalted said:

And establish weight in justice

وَأَقِيمُوا الْوَزْنَ بِالْقِسْطِ

[Surat al-Rahman: 9] (al-wazn) means: that which is weighed, (establish weight) your weighing of things, establish it, do not be unjust by reducing it,And for this he said: ((And do not make the balance deficient)) [Surat al-Rahman: 9] means: do not make that which is weighed deficient,So the balance differs in its three occurrences:

And He placed the balance

وَوَضَعَ الْمِيزَانَ

[Surat al-Rahman: 7] means: justice

That you not transgress within the balance.

أَلَّا تَطْغَوْا فِي الْمِيزَانِ

[Surat al-Rahman: 8] : do not be unjust in weighing,

And establish weight in justice and do not make deficient the balance.

وَأَقِيمُوا الْوَزْنَ بِالْقِسْطِ وَلا تُخْسِرُوا الْمِيزَانَ

[Surat al-Rahman: 9] : that which is weighed.
