The apparent meaning of this is that what is weighed are the scrolls of deeds, the scrolls in which the deeds were recorded.
Now, there are also other texts indicating that what is weighed is the deed, such as His saying, the Exalted—yes—:
Those are the ones who disbelieve in the verses of their Lord and in [their] meeting Him, so their deeds have become worthless; and We will not assign to them on the Day of Resurrection any importance. أُولَئِكَ الَّذِينَ كَفَرُوا بِآياتِ رَبِّهِمْ وَلِقَائِهِ فَحَبِطَتْ أَعْمَالُهُمْ فَلا نُقِيمُ لَهُمْ يَوْمَ الْقِيَامَةِ وَزْناً
[Al-Kahf 18:105]
. So We do not set up a scale for them.
And like what is established in the authentic hadith of Ibn Mas'ud (may Allah be pleased with him), that he stood one day in a strong wind, and he (may Allah be pleased with him) had thin legs, so the wind moved him, causing him to sway from the force of the wind. The Companions (may Allah be pleased with them) laughed, and the Prophet (peace and blessings be upon him) said:
Are you amazed or laughing at the thinness of his legs? By Him in whose hand is my soul, they are in the scale heavier than either of you أتعجبون أو تضحكون من دقة ساقية، فوالذي نفسي بيده إنهما في الميزان أثقل من أحد
.
And this indicates that what is weighed is the doer.
So here there are three things: the deed, the doer, and the scrolls. How do we reconcile them? How do we bring them together?
Some scholars said: The reconciliation is to say that some people have their deeds weighed, some people have their scrolls of deeds weighed, and some people are weighed themselves.
And some scholars said: We reconcile them by saying that the intended meaning of weighing the deed is that the deed is weighed by the scrolls of deeds
So those whose scales are heavy فمن ثقلت موازينه
[Al-A'raf 7:8]
whoever does an atom's weight of good من يعمل مثقال ذرة خيرا
[Az-Zalzalah 99:7]
so this deed is written in the scrolls, and the scrolls become heavy according to what is in them of deeds, so the weighing of the scrolls and the weighing of the deed are one thing, and the weighing of the doer remains for some people, it is for some people.
But upon reflection, we find that most of the texts indicate that what is weighed is the deed, and some people are singled out with a special status, so their scrolls of deeds are weighed, or they themselves are weighed, or they themselves are weighed.
This is the closest view, and the original rule is what? Weighing the deeds, because the texts regarding this are numerous.
And what came in the hadith of Ibn Mas'ud and the hadith of the man with the card, this may be a matter by which Allah singles out whom He wills of His servants.
