The First Topic: How are deeds weighed, when a deed is a description inherent in the doer, and not a body, so how can it be weighed?
The answer to that is to say: Allah (Glorified and Exalted is He) makes these deeds into bodies; He makes them bodies, so the deed becomes a body according to its measure. This is not strange regarding the power of Allah (Mighty and Majestic).
There is a parallel to this, which is death. Death is made in the form of a ram and is slaughtered between Paradise and the Fire. It is said, "O people of Paradise, and O people of the Fire," and they look up and stretch their necks. It is said, "Do you know this?" They say, "Yes, this is death." Even though death is a concept, not a body, and it is not the Angel of Death who is slaughtered, but rather death itself, where Allah the Exalted makes it a body that is witnessed and seen. Similarly, Allah (Glorified and Exalted is He) makes deeds into bodies that are weighed with this physical scale.
Fine. The Second Topic: The explicit statement of the author is that what is weighed is the deed, whether it is good or evil.
And this is the apparent meaning of the Qur'an, as Allah (Blessed and Exalted is He) said:
(6) That Day, the people will depart separated [into categories] to be shown [the result of] their deeds. (7) So whoever does an atom's weight of good will see it, (8) And whoever does an atom's weight of evil will see it. يَوْمَئِذٍ يَصْدُرُ النَّاسُ أَشْتَاتاً لِيُرَوْا أَعْمَالَهُمْ * فَمَنْ يَعْمَلْ مِثْقَالَ ذَرَّةٍ خَيْراً يَرَهُ * وَمَنْ يَعْمَلْ مِثْقَالَ ذَرَّةٍ شَرّاً يَرَهُ
[Az-Zalzalah 99:6-8]

And the texts on this are many that what is weighed is the deed. But there are texts whose apparent meaning may contradict this... among them is the hadith of the man with the card,
A man is brought on the heads of the people, and his deeds are presented to him, and he is brought with records against him... When he sees that he is doomed, Allah says to him: "You will not be wronged in anything. You have a good deed with Us." A small card is brought, in which is written: I bear witness that there is no god but Allah رجل يؤتى به على رؤوس الخلائق، وتعرض عليه أعماله ويؤتى بسجلات عليه ... فإذا رأى أنه قد هلك قال الله له : إنك لا تظلم شيئا، إن لك عندنا حسنة، فيؤتى ببطاقة صغيرة، فيها : أشهد أن لا إله إلا الله
