If one performs tawaf and sa'y, and shortens the hair or shaves it, and leaves without sitting, then he does not need a farewell tawaf; because he performed tawaf and left without sitting. As for the one who sits, he must perform a farewell tawaf.And the evidence: The Prophet (peace and blessings be upon him) said to Ya'la ibn Umayyah: "Do in your 'Umrah what you do in your Hajj". This is a general statement, but the exceptions of standing at 'Arafah, Muzdalifah, stoning the pillars, and staying overnight in Mina are clear by scholarly consensus. The rest of 'Umrah is like Hajj. Also, it was reported in the hadith of 'Amr ibn Hazm that the Prophet (peace and blessings be upon him) called it the lesser Hajj. Furthermore, by analogy, he entered the House with a greeting, which is the arrival tawaf for 'Umrah, so let him leave it with a greeting, for the first is not more deserving than the second. Also, that is more cautious and clears the conscience, because if he leaves without the farewell tawaf, some scholars say to him: You are sinful.And if he performed the farewell tawaf, no one said: You are sinful.
Therefore, what we see and what we issue as a ruling is that 'Umrah requires a farewell tawaf, except if one travels immediately after finishing his 'Umrah, in which case the first tawaf is sufficient.
