The Shaykh : If one performed tawaf, sa'y, and shortened his hair, and did not sit down, then he does not need a farewell tawaf because he performed tawaf and did not sit. As for the one who sat down, he must say farewell; he must perform tawaf for the farewell. What is the evidence? That the Prophet (peace and blessings be upon him) said to 'Ulayy ibn Amiyah:
do in your 'Umra what you do in your Hajj اصنع في عمرتك ما أنت صانع في حجّك
Sahih Muslim 1180a
This is a general ruling, but standing at 'Arafah, Muzdalifah, stoning the pillars, and staying overnight in Mina are excluded from it, which is clear by consensus.
