The Shaykh's explanation of how to distinguish between two rulers: one who rules with some of what Allah has revealed, and one who does not rule at all by what Allah has revealed.

Machine translationRead the Arabic original
The questioner : You just said now, you said that the one who changed Allah's Shari'ah and brought in the law of the disbelievers and made it the law for the Muslims, and he believes that Allah's ruling is better, this one is not a disbeliever. You said he believes that Allah's ruling...

The Shaykh : First of all, I distinguish, O Shaykh, but you take some of the words and leave out others. I distinguish between a ruler who takes a portion of the man-made laws and a large portion of the religious rulings, and I distinguish between him and the one who takes the French, German, or British law and applies it. I distinguish between this and that, and you do not distinguish. I distinguish between them because this one adopts the Shari'ah of Allah, but either out of ignorance, or desire, or to preserve his throne or seat, or for any other quality, this does not justify him taking [the other law]. This is not like that; they differ completely. You do not distinguish, but I do. But allow me, I am not disagreeing with you that the belief of the heart is not disbelief, but you are not understanding me. I am saying that I divided for you just now the practical manifestations: some are conclusive evidence of the disbelief of the heart, and some are not conclusive evidence, and between them are matters of doubt. Do you remember this detail or not? And you believe in this detail.

The questioner : But... .

The Shaykh : Be patient a little, my brother. And you agree with me in this detail. Where does the difference remain? If there is a difference between you and me, the application: perhaps you see a practical disbelief that indicates the disbelief of the heart, correct, and I may agree with you on it. And perhaps you see something else that does not indicate the disbelief of the heart, and you say it is the disbelief of the heart. So we differ in the derivation, not in the foundation. And this is a very important point, is it not? We agree in the foundation, we differ in the application.

The questioner : And you said the one who slaughters for the grave or ... for the grave.

The Shaykh : You will say now.

The questioner: No.

The Shaykh : You, you.

The questioner : No, this is the rule.

The Shaykh: There is no power nor strength except with Allah.

The questioner : That is correct, O Shaykh.

The Shaykh : O Shaykh, may Allah guide you. What did I say? I gave you an answer regarding ...

The questioner : ... between them, this is ...

The Shaykh : This example, I said it.
The student : It is not about the slaughter, it is about the prayer: the one who prays toward the grave.

The questioner : I am asking the Shaykh now what...
The student : ... .

The Shaykh : I said, what did I say regarding the slaughter ...

The questioner : You said between the two matters, they are different.

The Shaykh : My brother, as a foundation, a foundation, a foundation.

The questioner : Okay, what kind is this, this one who slaughtered for other than Allah?

The Shaykh : Ask, do not say "you said." I did not say this.
The student : Okay, now I asked, alright.
