The Shaykh : The third: One who goes out for a trip, taking his family on a trip within the country for days, a week, or more or less. This is also permissible; there is nothing wrong with a person going to a neighboring region within his country, meaning within the Kingdom, in order to relax himself and his household. However, in this case, he should strive to be a caller to Allah (Mighty and Majestic), enjoining what is right and forbidding what is wrong, so that his trip becomes a journey of good. How many people are there in the outlying areas of the country who understand only a little of what some people in the central areas understand? He should guide them to good and command them to it, and explain to them evil and forbid them from it, and this is good. Some people go out for a trip near their town; young men go out for a trip near the town, and this is also permissible, but on the condition that they do not practice anything that is forbidden. These people should designate a place for the mosque, meaning they should set up a large camp for the mosque, and it is good for there to be a library for review and reading, so that this trip becomes a journey of knowledge, brotherhood, and affection. They should strive to perform the prayer in congregation, because the congregation is not dropped, neither for residents nor for travelers. Indeed, the congregation is not dropped even for fighters. Allah (Mighty and Majestic) says:
And when you are among them and lead them in prayer وَإِذَا كُنتَ فِيهِمْ فَأَقَمْتَ لَهُمْ الصَّلاةَ
[An-Nisa 4:102]
meaning: in war
let a group of them stand [in prayer] with you and let them carry their arms. And when they have prostrated, let them be [in position] behind you and have the other group come forward which has not [yet] prayed and let them pray with you, taking precaution and carrying their arms فَلْتَقُمْ طَائِفَةٌ مِنْهُمْ مَعَكَ وَلْيَأْخُذُوا أَسْلِحَتَهُمْ فَإِذَا سَجَدُوا فَلْيَكُونُوا مِنْ وَرَائِكُمْ وَلْتَأْتِ طَائِفَةٌ أُخْرَى لَمْ يُصَلُّوا فَلْيُصَلُّوا مَعَكَ وَلْيَأْخُذُوا حِذْرَهُمْ وَأَسْلِحَتَهُمْ
[An-Nisa 4:102]
