The Shaykh : The adhan for the Fajr prayer is either after the appearance of dawn or before it. If it is after the appearance of dawn, it is obligatory for a person to abstain as soon as he hears the call, because the Prophet (peace and blessings be upon him) said:
Bilal announces Adhan during the night, so you eat and drink, till you hear the Adhan of Ibn Umm Maktum إنَّ بِلالا يُؤَذِّنُ بِلَيْلٍ، فَكُلُوا وَاشْرَبُوا حَتَّى تسمعوا آذان ابْنُ أُمِّ مَكْتُومٍ، فَإِنَّهُ لا يُؤَذِّنُ حَتَّى يَطْلُعَ الْفَجْرُ
Sahih Muslim 1092b

So if you know that this mu'adhdhin does not call to prayer except when dawn has appeared, then abstain as soon as he calls.
As for if the mu'adhdhin calls to prayer based on what he knows of the timing, or based on his clock, then the matter in this case is easier.
