The Shaykh : It is not obligatory for him to repeat the adhan if he omits saying "Prayer is better than sleep" in the Fajr adhan, because saying it is not obligatory but a recommended practice (sunnah). If he says it, he is rewarded for it, and if he does not say it, there is no sin on him. Here, it should be noted that this phrase, "Prayer is better than sleep," is only said in the Fajr adhan that occurs after the time has entered. As for the adhan that occurs at the end of the night to alert those who wish to stand in night prayer, it is not called the Fajr adhan. The Fajr adhan is only prescribed when its time enters, as the Prophet (peace and blessings be upon him) said:
when the time for prayer comes, one amongst you should announce Adhan إذا حضرت الصلاة فليؤذّن لكم أحدكم

He made the time of the adhan the time of the presence of the prayer, and the prayer is not present except when the time has entered.
As for what is reported in some wordings of the hadith, which on its surface appears to be about the first adhan, it is restricted to the first adhan for the Fajr prayer. And if it is restricted to being for the Fajr prayer, then we know that it is an adhan that does not occur except after the time has entered, as we mentioned earlier.
And on this basis, it is the first adhan with respect to the iqamah, and the iqamah may be called an adhan, as in the saying of the Prophet (peace and blessings be upon him):
Between every two calls (to prayer) there is a Salat بين كل أذانين صلاة

For this reason, the Prophet (peace and blessings be upon him) said regarding Bilal's adhan at the end of the night:
Bilal calls the Adhan during the night to wake those who are sleeping and so that those who are praying Qiyam can return. إن بلالاً يؤذّن بليل ليوقظ نائمكم ويُرجع قائمكم

To wake up your sleepers. ليوقظ نائمكم
to wake up your sleepers for the suhur, and likewise
To return your standers. يُرجع قائمكم
to return your standers for the suhur. This is an explicit text that this adhan which occurs before Fajr is not for the Fajr prayer, but rather it is to wake up the sleeper and return the one who is standing. And by this, it becomes clear that restricting the adhan to the "first" for the Fajr prayer is only to exclude the second adhan, which is called the adhan, namely the iqamah.
I wanted to point this out because some people thought that saying "Prayer is better than sleep" is only done in the adhan that occurs at the end of the night. But by what we have mentioned, the matter will become clear, if Allah wills. And some people supported this view by saying: "Prayer is better than sleep."

The Shaykh : So he said "better than sleep," and the adhan for the Fajr prayer obligates a person to stand up as an obligation, not as a matter of preference. This is also an argument that is not correct, because preference (khayr) may exist in obligations, or even in the foundation of faith. Listen to the saying of Allah the Exalted:
(10) O you who have believed, shall I guide you to a transaction that will save you from a painful punishment? (11) [It is that] you believe in Allah and His Messenger and strive in the cause of Allah with your wealth and your lives. That is best for you, if you should know. يَا أَيُّهَا الَّذِينَ ءامَنُوا هَلْ أَدُلُّكُمْ عَلَى تِجَارَةٍ تُنجِيكُمْ مِنْ عَذَابٍ أَلِيمٍ * تُؤْمِنُونَ بِاللَّهِ وَرَسُولِهِ وَتُجَاهِدُونَ فِي سَبِيلِ اللَّهِ بِأَمْوَالِكُمْ وَأَنفُسِكُمْ ذَلِكُمْ خَيْرٌ لَكُمْ إِنْ كُنتُمْ تَعْلَمُونَ
[As-Saf 61:10-11]
And the reference in His saying:
That is. ذلكم
is to faith in Allah and His Messenger and striving in His cause, and this is the foundation of faith. And Allah the Exalted said:
O you who have believed, when [the adhan] is called for the prayer on the day of Jumu'ah [Friday], then proceed to the remembrance of Allah and leave trade. That is better for you, if you only knew. يَا أَيُّهَا الَّذِينَ ءامَنُوا إِذَا نُودِيَ لِلصَّلاةِ مِنْ يَوْمِ الْجُمُعَةِ فَاسْعَوْا إِلَى ذِكْرِ اللَّهِ وَذَرُوا الْبَيْعَ ذَلِكُمْ خَيْرٌ لَكُمْ إِنْ كُنتُمْ تَعْلَمُونَ
[Al-Jumu'ah 62:9]
And it is known that going to the Friday prayer after the second adhan is obligatory. And Allah said regarding it:
That is better for you. ذلكم خير لكم
So preference is not limited to what is voluntary, but it exists in what is voluntary and in what is obligatory, and it exists even in the foundation of faith.
And on this occasion, I would like my brothers, the students of knowledge, not to rush in judgment and not to hasten in issuing fatwas, but to be deliberate and look at the texts from every angle, because the texts from the Book and the Sunnah came from a single source, so they cannot contradict or conflict. It is obligatory for the student of knowledge not to rush in the matter, but to look at the evidence from all its sides, so that when he rules with what he sees to be the truth, he rules while having clear knowledge of the matter, and he will be guided and guide by the command of Allah. And Allah guides whom He wills to a straight path.
