It is prescribed to have two adhan for Fajr: one before the dawn and one after the dawn. This is based on what is established in the two Sahihs from the Prophet (peace and blessings be upon him) that he said:
Bilal calls the Adhan during the night, so eat and drink until Ibn Umm Maktum calls (the Adhan)إن بلالًا يؤذن بليل، فكلوا واشربوا حتى ينادي ابن أم مكتوم
Sunan an-Nasa'i 637Sahih (Darussalam)
And he said:
Indeed, Bilal calls the adhan so that your standing ones may return and your sleeping ones may be woken up.إن بلالًا يؤذن ليرجع قائمكم، ويوقظ نائمكم
Bilal used to call the adhan at the end of the night so that the one who is standing would be alerted, and that the dawn is near so that he may perform the witr, and to wake up the sleeper so that he prepares for the Fajr prayer. So there is no harm in calling the first adhan before Fajr by a time of half an hour, or similar, or an hour, so that people are alerted that Fajr is near, so that the one who wants to perform witr and tahajjud can get up and prepare for the Fajr prayer. Then the last adhan is after the appearance of the dawn. Yes.
