The questioner : He sometimes exceeds the required time, and sometimes he arrives late because the institution does not give him the value of the extra time. So he compensates himself by being late in the case of the extra time he worked, and at times his time is not regulated, so he either adds or subtracts. Does this fall under the characteristics of those who cheat in measures? What is your guidance for this situation? May Allah reward you with good.

The Shaykh : This is up to the management of the institution. If the institution allows its employee to be late in arriving and late in leaving, and he makes up for what was missed at the end of the time, then there is no harm. But if it does not allow this, he has no right to manage his own affairs and say: If I fall short in this, I will add in that. He is under their command, meaning: under their authority which has power over him. It is obligatory for him to arrive at the beginning of the work time and stay until the time ends, unless this institution or department allows him to be late in coming and late in leaving, in which case there is no harm.
