Does fear permit leaving off Hajj? And what should the father do regarding his sons?

The Shaykh : This is exactly like the first question. If the sons do not have money, then Hajj is not obligatory upon them, even if the father says: "Take whatever money you want and perform Hajj; it is not required of them." They say: "We are not afraid." If they said: "We are not afraid," and the place is spacious and the road is easy, but we do not need it until it becomes obligatory upon us, we would say: Yes, they have that right, because Hajj is not obligatory upon them until they realize it themselves. Pay attention, my brothers: Is it obligatory for a poor person who does not have money to pay zakah? It is not obligatory. This is exactly like that, with no difference. Yes, for this reason, I give you a criterion mentioned by the scholars. They said: "A man does not become able to perform Hajj by the provision of another person for him" Yes.
