Sahih Ibn Hibban 7:117
.
Allah, Mighty and Majestic, decrees good and decrees evil.
As for His decree of good, it is: pure good in both the decree and the decreed matter.
Pay attention, Allah the Exalted's decree of good is pure good in His decree and the decreed matter.
For example, what is an example of Allah's decree of good?
That Allah the Exalted decrees for people abundant provision, security, tranquility, knowledge, guidance, victory... and so on.
So this is good in the decree, what comes after?
The student: And the decreed matter.

The Shaykh : And the decreed matter.
The decree of evil is good in terms of the decree, but evil in terms of the decreed matter.
Pay attention, so that you do not attribute evil to Allah, Glorified and Exalted is He.
The decree of evil is good in terms of the decree, but evil in terms of the decreed matter.
An example of this is: drought. Do you know what drought is? The withholding of rain. This is evil, but Allah's decree of it is good.
How can the decree of drought be good?
If someone were to say: Allah decrees drought and barrenness upon us, so the livestock die and the crops are ruined.
And what is the good in that?
All right, listen to the saying of Allah the Exalted:
Corruption has appeared throughout the land and sea by [reason of] what the hands of people have earned ظَهَرَ الْفَسَادُ فِي الْبَرِّ وَالْبَحْرِ بِمَا كَسَبَتْ أَيْدِي النَّاسِ
[Ar-Rum 30:41]
Did you complete the verse?
so He may let them taste part of [the consequence of] what they have done لِيُذِيقَهُمْ بَعْضَ الَّذِي عَمِلُوا
[Ar-Rum 30:41]
Not all of what they did, because if Allah were to take people to account for what they earned, He would not have left on its surface any creature
so He may let them taste part of [the consequence of] what they have done that perhaps they will return [to righteousness]. لِيُذِيقَهُمْ بَعْضَ الَّذِي عَمِلُوا لَعَلَّهُمْ يَرْجِعُونَ
[Ar-Rum 30:41]
.
So, this decree has a noble purpose, which is: returning to Allah the Exalted from His disobedience to His obedience. Thus, the decreed matter became evil, and the decree became good.
We say:
save us from the evil of what You have decreed قنا شر ما قضيت

The Shaykh : A relative pronoun, correct? It means the evil of that which You decreed, for Allah the Exalted may decree evil for a profound, noble wisdom.
