The Shaykh : Yes, it is established in "Sahih Muslim" from the Prophet (peace and blessings be upon him) that he said:
Umrah during Ramadan is equal to Hajj عمرة في رمضان تعدل حجة
Jami` at-Tirmidhi 939Sahih (Darussalam)
However, this does not mean that it suffices for the obligation of Hajj, such that if a person performs 'Umrah in Ramadan without having performed the obligatory Hajj, the obligation would be dropped from him. This is because the equivalence of one thing to another does not necessarily mean that it suffices for it. For example, this surah
Say, "He is Allah, [who is] One, قل هو الله أحد
[Al-Ikhlas 112:1]
is equivalent to one-third of the Qur'an, but it does not suffice for it. If someone in his prayer recited Surat al-Ikhlas three times, that would not suffice for him in place of reciting al-Fatihah. Also, if a person says "There is no god but Allah, alone, without partner, to Him belongs the dominion and to Him belongs the praise, and He is able over all things" ten times, it is as if he had freed four slaves from the descendants of Isma'il. Yet, if a person said this while owing the freeing of a slave, it would not suffice for that obligation. From this, we know that the equivalence of one thing to another does not necessarily mean that it suffices for it. Yes.
