The interpretation of this noble verse is that Allah the Exalted commanded His Prophet Muhammad (peace and blessings be upon him) to recite to the people the story of this man to whom Allah gave His signs, meaning He taught him the rulings of His Shari'ah and clarified them to him. But, may Allah protect us, he slipped away from them and abandoned them, so Satan pursued him and led him astray. Allah Mighty and Majestic said:[Al-A'raf 7:176], meaning this one to whom Allah gave the signs is not worthy of being raised by Allah by them, because he was attached to the earth and inclined toward it, and his greatest concern became to attain his desires from this world, whether he wanted fame, wealth, status, or otherwise. And he followed his desire in what he was attached to. So his likeness is like that of a dog, which pants constantly, whether you drive it away or not. Who is this man who has this likeness? Allah the Exalted said: [Al-A'raf 7:176]. So this is the disbeliever to whom Allah the Exalted gave knowledge and clarified the Shari'ah to him through the hands of His noble messengers (peace and blessings be upon them), but he refused except to follow his desire and be attached to the earth.
