The Shaykh : Yes, if a person is unable to wear the ihram garments, he wears whatever other clothing he is able to wear. According to the scholars, he must either slaughter a sheep and distribute it among the poor, or feed six poor people, giving each person half a sa' (a dry measure of about 3 kg), or fast for three days. This is what the scholars said, by analogy to what was revealed regarding shaving the head, where Allah the Exalted said:
And do not shave your heads until the sacrificial animal has reached its place of slaughter. And whoever among you is ill or has an ailment of the head [making shaving necessary must offer] a ransom of fasting [three days] or charity or sacrifice. ولا تحلقوا رؤوسكم حتى يبلغ الهدي محله فمن كان منكم مريضاً أو به أذىً من رأسه ففدية من صيام أو صدقة أو نسك
