Three questions.
Where was the prayer made obligatory?
It was made obligatory upon the Prophet (peace and blessings be upon him) on the night of the Ascension, while he was in the seventh heaven.
How was it made obligatory?
It was made obligatory upon the Prophet (peace and blessings be upon him) without an intermediary, meaning directly from Allah to the Messenger.
And it was made obligatory as fifty prayers a day and night, but Allah (Mighty and Majestic) lightened it for His servants, so it became five in practice and fifty in the scale.
After this, we say: The Prophet (peace and blessings be upon him) said:
and establishing the prayer وإقام الصلاة
