As for it being her property, this is based on His saying: [An-Nisa 4:4] And as for her being the one who disposes of it, this is based on His saying: [An-Nisa 4:4] Accordingly, the wife may give her mahr in charity, build a mosque with it, send it to the Afghan mujahideen, or spend it in any direction she wishes, provided that that direction is lawful.
