For all the non-Arabs, the Qur'an has reached them, and among the non-Arabs are those who memorize the Qur'an from beginning to end more than many of the Arabs, with recitation and melody as mentioned in the Sunnah, but they do not understand anything of it. So has the proof been established? I think you will say, if Allah wills, if Allah wills, if Allah wills: the proof has not been established, because its wording reached him but its meaning did not.
