What is your opinion regarding the statement of many scholars that menstrual blood before reaching the age of nine is not considered menstrual blood?

Machine translationRead the Arabic original
The questioner : The view held by many scholars is that the time for menstruation does not begin until a female reaches the age of nine. Therefore, if she sees blood before reaching this age, it is not menstrual blood, but rather blood of illness and corruption.

The Shaykh : We do not know of any specific age for a girl who may menstruate in the Sunnah. First, and second, one should look at the characteristics of the menstrual blood that appeared in this girl before she reached the claimed age of nine. In particular, linking a legal ruling to a specific age may not be a link to a known, limited matter. Many families do not record the year of birth, either in their minds or on paper, nor the year of death. The mother, let alone the girl, may not know her exact age. Therefore, it is not reasonable that the Shari'ah ties a ruling to a matter that may not be easy for many to know. Meanwhile, it was said:
Menstrual blood is black and is recognized. دم الحيض أسود يعُرِف
Sunan ad-Daraqutni 2:4
or
It is recognized. يعرَف
. In that case, let her who saw blood for the first time look at it, even if she has not reached the mentioned age.
