The Shaykh : No, that is not correct. A woman may menstruate before the age of nine. Menstruation is known, as stated in the hadith:
Indeed, the blood of menstruation is black and is recognized. إن دم الحيض أسود يُعرف
Sunan ad-Daraqutni 2:4
A woman may also menstruate after the age of fifty. If a woman’s menstruation is continuous, it is menstruation, even if she reaches the age of fifty, sixty, or more. Menstruation is menstruation whenever it occurs, at any age and in any condition. Yes.
