Is the 'Id sacrifice obligatory for one who possesses its cost?

Machine translationRead the Arabic original
The questioner : In the words of our brother, if you allow me, he reminded us of a question. He said, "Whoever possesses the cost of the 'Id sacrifice, it is obligatory for him to sacrifice." Here, a question comes to my mind: "Whoever possesses" means it is obligatory for him to sacrifice. Here, "possessing" might mean possessing the cost of the 'Id sacrifice in these days, but he needs it, like an employee, for example, for his salary which he spends on his household. So here, "possessing" means having the ability, but he does not possess it at the present time.

The Shaykh : I am not the one you should ask, because I am not the one who said it. Rather, you should ask the one who said it. We know, as he (peace and blessings be upon him) said:
Whoever has abundance and does not sacrifice, let him not come near our place of prayer. مَن وَجَدَ سعةً ولم يضحِّ فلا يقرَبَنَّ مصلَّانا
Sunan ad-Daraqutni 27:127
, and abundance differs from person to person. As for "whoever possesses," some might say this, and perhaps they would need to interpret it. So, ask someone else and do not ask me, and I have already answered you.

The questioner : Yes, yes. May Allah reward you with good.
