Is the covering worn by Syrian women considered a niqab that is forbidden for a woman in ihram?

Machine translationRead the Arabic original
The questioner : Regarding the professor, currently, do not wear the niqab. As we have established, just as the Syrians wear this covering, is this considered a niqab regarding the prohibition of the niqab?

The Shaykh : As long as it is tied.

The questioner : It is tied on her head.

The Shaykh : It is this.

The questioner : So she raises it when she finds no one, then lowers it. Does the ruling of the niqab apply to it?

The Shaykh : I said that as long as it is tied, it is a niqab.

The questioner : Tied on the head.

The Shaykh : What is the niqab tied to? The questioner: So the difference means it is like an opening for the eyes.

The Shaykh: Yes.

The questioner :
to wrap [a portion of] their headcovers over their chests وَلْيَضْرِبْنَ بِخُمُرِهِنَّ عَلَى جُيُوبِهِنَّ
[An-Nur 24:31]
This khimar - also - is the same thing.

The Shaykh : No ... the intended meaning of the pocket is the shirt.

The questioner : Here, was there a lowering when they covered the chest or the pocket? Does this have a linguistic meaning of lowering?

The Shaykh: What is it?

The questioner : The lowering ... .

The Shaykh : Excuse me, let the speech be specific. Now your speech is about the khimar. In the khimar, it did not say they lower it, but rather it said:
And let them strike وَلْيَضْرِبْنَ
Ah, the striking will be this covering that one covers with somewhat, such that if wind or air or movement comes, there is no exposure of anything from ... because it is struck with a strike. But this is in the jilbab.

The questioner : ... it descends from the head to the hands to the chest, this is how they understood the verse.

The Shaykh : Who are they?

The questioner : Those who obligate covering the face.

The Shaykh : No, no one says this.

The questioner : Those who oblige covering the face.

The Shaykh : No one says, Professor, from the scholars who mean that the khimar is struck on the face and on what? The chest.
The student : The chest, the pocket.

The Shaykh : And I will explain to you something that is decisive in the matter. We all know, and this is also a refutation of those who say that the khimar, as I gave you an example earlier, the story with that imam, it is said what is said about the jilbab is said about the khimar. And if the explanation now is an addition to what preceded, I say: It is known that the jilbab, and also the khimar, requires that it not be transparent and that it not be tight-fitting, okay?
The student: Yes.

The Shaykh : Now, the khimar must have these two conditions. The appropriate one for the speech now is that it not be transparent. So now these abayas, and there is the khimar. The khimar is not assumed Islamically to be transparent. If you lower it on your face, did you see your way? Say no, without hesitation.
The student : Yes, yes.

The Shaykh : This is a self-evident matter that the khimar does not mean covering the face, but rather means covering what is below the face, such as the neck and the adornment that hangs on the chest or anything else, as He said:
to wrap [a portion of] their headcovers over their chests وَلْيَضْرِبْنَ بِخُمُرِهِنَّ عَلَى جُيُوبِهِنَّ
[An-Nur 24:31]
The pocket is this shirt ... it needs to be loose so that something of the upper part of the woman's chest is exposed, so she was commanded to strike with the khimar. This is the striking on the face. So it is not said, "I struck the khimar on her face." Thus, she blinded herself with this strike. Contrary to what I exemplified earlier regarding the jilbab. The jilbab is easy; it is possible for a woman to lower the jilbab and walk in her way, but she does not see in front of her, she only sees where to place her foot. Yes, indeed. So the khimar is the head covering; and therefore it is established that "the Prophet (peace and blessings be upon him) used to wipe over the khimar." He himself used to wipe over the khimar; because the khimar means this. So this is a matter shared between men and women. And in some narrations, it is said that he "commanded wiping over the leather socks and over the khimar." Just as we wipe over the leather socks, we wipe over the khimar. And this is a ruling that includes women and men. There is no god but Allah.

The questioner : ... regarding you saying that it is the head covering, if it is tied on the head, then it is the same as the niqab because they are tied ... .

The Shaykh : No, according to what he described. He spoke about something known in Syria as a handkerchief. This handkerchief is a piece of transparent cloth with a tie. This tie is tied here on the head. Yes, this is not permissible for a woman in ihram to use, because this is like the niqab. The difference is slight, rather this is worse than the niqab. The niqab is tied here and here, the handkerchief is tied here. So it is all tied on the head.

The questioner : This is regarding ihram.

The Shaykh : How? This is in ihram. We mentioned the hadith,
a woman in ihram should wear neither a veil لا تنتقب المرأة المحرمة
Muwatta Malik 20:17
As for the one not in ihram, it is better for her to wear the niqab, clear?

The questioner : ... .

The Shaykh : ... please.
