Question:
This questioner—may the Shaykh be respected—says: I hope you will clarify the ruling regarding a woman in the state of ihram wearing the niqab during 'Umrah and Hajj. What is the ruling, may the Shaykh be respected?

Answer:
The Messenger of Allah (peace and blessings be upon him) forbade wearing the niqab. He said:
A woman in the state of ihram must not wear the niqab, nor must she wear gloves.لا تنتقب المرأة، ولا تلبس القفازين وهي محرمة
Therefore, she must not wear the niqab. The niqab is what is made for the face; it is a covering for the face with one or two holes. This is called a niqab. However, she should wear the khimar (the shaylah) over her face instead, or something else thrown over her face in the presence of men. This suffices in place of the niqab if she is in the state of ihram.
As for a woman who is not in the state of ihram, there is nothing wrong with her wearing the niqab. If she is in the state of ihram, she must not wear gloves, nor must she wear the niqab. Instead, she should place a khimar over her face to cover it, and cover her hands with her jilbab, her 'abayah, or something similar.

The presenter: If a woman performed 'Umrah or Hajj while wearing the niqab, is there anything required of her, O Shaykh?

Answer: No, she owes nothing. As long as she was ignorant, she owes nothing. However, if she did it intentionally, she must give charity of three sa' (a dry measure of about 3 kg) to six poor people. She gives six poor people three sa', with each poor person receiving half a sa', which is one and a half kilograms each. Alternatively, she may fast for three days, or slaughter a sheep. If she did it intentionally, knowing that it is not permissible and she proceeded anyway, she must pay the kaffarah (expiation). This is feeding six poor people, with each poor person receiving half a sa', meaning one and a half kilograms, or slaughtering a sheep, or fasting for three days. This applies if she intentionally wore the niqab while knowing that it is not permissible during her state of ihram.
