Is ritual purity of the feet required when wiping over the leather socks?

Machine translationRead the Arabic original
The questioner : Is ritual purity of the feet not required when putting them into the leather socks that are to be wiped over?

The Shaykh : You have spoken well. My brother Abu Mu'adh—may Allah reward him with good—reminded me that there is another condition. It is what came in the *Sahih* of al-Bukhari and Muslim in the hadith of al-Mughirah ibn Shu'bah (may Allah be pleased with him), that the Prophet (peace and blessings be upon him) was on a journey. When the time for the Fajr prayer came, he (peace be upon him) went out to relieve himself. It was his (peace be upon him) etiquette that when he went out to relieve himself, he would go far away. Then he came back to perform wudu'. Al-Mughirah ibn Shu'bah poured the water for his (peace and blessings be upon him) wudu'. When it came to wiping over the leather socks, al-Mughirah ibn Shu'bah intended to remove them so that he could pour water on his (peace and blessings be upon him) feet. So the Prophet (peace and blessings be upon him) said:
He ordered me to leave them as he had put them after performing ablution دعهما ؛ فإنِّي أدخلتُهما طاهرتين
Sahih al-Bukhari 206
. From this, the scholars derived that it is obligatory for the one who wants to wipe over the leather socks—and what is similar to them, as I mentioned earlier—to put them on while in a state of complete ritual purity. By "complete ritual purity," I mean: in a state of wudu'; that is: after washing the feet at the end of the wudu'. Only then is it permissible for him to wipe, as we said, for twenty-four hours.
