The point of these two verses is the phrase: "and wiping over leather socks". For this reason, the Salaf agreed on the prescribed nature of wiping over the leather socks if the conditions are met. Okay, if a person is wearing leather socks, is it better for him to take them off to wash his feet, or to wipe over them without taking them off? It is better to wipe without taking them off, based on the statement of al-Mughirah ibn Shu'bah (may Allah be pleased with him):
I was with the Prophet (peace and blessings be upon him), and he performed wudu', so I went to take off his leather socks, but he said: Leave them, for I put them on in a state of purity, and he wiped over them. كنت مع النبي صلى الله عليه وسلم فتوضأ فاهويت لأنزع خفيه فقال : دعهما فإني أدخلتهما طاهرتين فمسح عليهما

The second condition: that the wiping is for minor ritual impurity. If a person is in a state of major ritual impurity, he must take off the leather socks and wash his feet, based on the statement of Safwan ibn 'Asal (may Allah be pleased with him):
When we were on a journey, the Prophet (ﷺ) used to command us to wear our leather socks for three days and three nights, whether we had to answer the call of nature or slept. However, in case of ejaculation or sexual impurity, he commanded us to remove the leather socks. كان النبي صلى الله عليه وسلم يأمرنا إذا كنا سفرا أن لا ننزع خفافنا ثلاثة أيام بلياليهن إلا من جنابة، ولكن من غائط وبول ونوم

So, suppose you wore the leather sock, let us say the sock which is the shoe, for the Fajr prayer, and you remained in your state of ritual purity, so you prayed Zuhr in your state of purity without breaking the wudu', and you remained until 'Asr, so you prayed 'Asr in your state of purity without breaking the wudu', and when you performed wudu' for the Maghrib prayer, you wiped, meaning you became in a state of impurity at the time of the Maghrib prayer, breaking the wudu' and wiping.
