The Shaykh : I say, starting from his saying (peace be upon him) in the well-known hadith:
Verily, I have been given the Qur'an and its like with it ألا إنِّي أُوتِيتُ القرآنَ ومثله معه
, so this is permissible. Second, I say: abrogation in the terminology of the Salaf is broader than it is in the terminology of the Khalaf. Abrogation in the terminology of the Salaf includes abrogating the text from its root, and it includes abrogating a part of it, or its rulings, or its implications. This second type, the Khalaf agreed to call it specification, if the text is general, and they agreed to call it restriction if it is absolute. I said: there is no dispute in terminology. So if it is permissible to abrogate a part of a verse with a hadith, what prevents it from being permissible to abrogate a verse that contains a ruling with a hadith? There is absolutely no difference. This is the second point.
Third, we can give an example of this, such as His saying (Glorified and Exalted is He), the verse regarding the bequest to close relatives.

Prescribed for you when death approaches [any] one of you if he leaves wealth [is that he should make] a bequest for the parents and near relatives كُتِبَ عَلَيْكُمْ إِذَا حَضَرَ أَحَدَكُمُ المَوْتُ إِنْ تَرَكَ خَيْرًا الوَصِيَّةُ لِلْوَالِدَيْنِ وَالأَقْرَبِينَ
[Al-Baqarah 2:180]

The Shaykh : To close relatives, yes, the bequest to the parents is abrogated.

There is no bequest for an heir. لا وصيَّة لوارث

There is no bequest for an heir. لا وصيَّة لوارث
, so this hadith abrogated a part of this verse regarding the bequest,
The bequest for the parents الوَصِيَّةُ لِلْوَالِدَيْنِ
. This is exactly similar to what came at the end of Surat al-Baqarah:
To Allah belongs whatever is in the heavens and whatever is in the earth. Whether you show what is within yourselves or conceal it, Allah will bring you to account for it للهِ مَا فِي السَّمَاوَاتِ وَمَا فِي الأَرْضِ وَإِنْ تُبْدُوا مَا فِي أَنْفُسِكُمْ أَوْ تُخْفُوهُ يُحَاسِبْكُمْ بِهِ اللهُ
[Al-Baqarah 2:284]
. Here, the Companions of the Messenger of Allah (peace and blessings be upon him) came and knelt before him on their knees. They said: O Messenger of Allah, we were commanded to pray, so we prayed, and we were commanded to fast, so we fasted, and they mentioned what is obligatory upon them. As for Allah holding us accountable for what is in our hearts, that is something we have no capacity for! They looked at the verse:
Whether you show what is within yourselves or conceal it, Allah will bring you to account for it إِنْ تُبْدُوا مَا فِي أَنْفُسِكُمْ أَوْ تُخْفُوهُ يُحَاسِبْكُمْ بِهِ اللَّهُ
[Al-Baqarah 2:284]
. Do we reveal it? What we reveal, do we hide it? We can only hide it, and we cannot control ourselves. So he said to them (may the prayers and peace of Allah be upon him):
Do you want to say as the people of Moses said to Moses: We heard and we obeyed أتريدون أن تقولوا كما قال قوم موسى لموسى : سمعنا وأطعنا

The Shaykh : Ah, pardon,
We heard and we disobeyed, say: We heard and we obeyed, we heard and we obeyed, we heard and we obeyed سمعنا وعصينا ، قولوا : سمعنا وأطعنا ، سمعنا وأطعنا ، سمعنا وأطعنا
. So they kept saying it until their tongues became soft with it and their hearts submitted to it. So Allah (Blessed and Exalted is He) revealed the following verse:
Allah does not charge a soul except [with that within] its capacity. It will have [the consequence of] what [good] it has gained لَا يُكَلِّفُ اللهُ نَفْسًا إِلَّا وُسْعَهَا لَهَا مَا كَسَبَتْ
[Al-Baqarah 2:286]
, meaning apparent earnings,
It will have [the consequence of] what [good] it has gained, and it will bear [the consequence of] what [evil] it has earned. "Our Lord, do not impose blame upon us if we have forgotten or erred. لَهَا مَا كَسَبَتْ وَعَلَيْهَا مَا اكْتَسَبَتْ رَبَّنَا لَا تُؤَاخِذْنَا إِنْ نَسِينَا أَوْ أَخْطَأْنَا
[Al-Baqarah 2:286]
to the end of the verse; so the hadith, by its explicit implication, clarified that what was in the previous verse: "and if you hide it"
Allah will bring you to account for it يُحَاسِبْكُمْ بِهِ اللهُ

was lifted.
This is what comes to my mind now as an answer to the question, and its summary is that there is no difference between abrogating a part that is a part of a whole, and abrogating a part that is the whole.
