Q: Is abrogation present in the Qur'an , what is its definition, is it possible for the Qur'an to be abrogated by the Sunnah , what is the difference between abrogation and badā', and what is the meaning of al-Zamakhshari's statement: (They are only matters He reveals, not matters He begins), is every exception an abrogation, and is every abrogation an exception?
A: First: Abrogation is permissible and has occurred. Allah the Exalted said:[Al-Baqarah 2:106] . Second: Abrogation is defined as: (the lifting of a legal ruling by a legal proof that comes after it). Third: It is permissible for the Qur'an to be abrogated by the Sunnah; because both are revelation from Allah, Mighty and Majestic
and Exalted. Allah the Exalted said:[An-Najm 53:3-4] . Fourth: Badā' means: the appearance of something after it was hidden, or it means: the emergence of a new opinion that did not exist. Both meanings are impossible for Allah, Mighty and Majestic; because they necessitate prior ignorance and the subsequent occurrence of knowledge. For Allah, Glorious is His status, has encompassed all things with knowledge. He said: [Al-Hadid 57:22] . And when Allah, Exalted is He, abrogated some of His rulings with others, no matter that was hidden from Him appeared to Him, nor did a new opinion emerge for Him; because He has known the abrogating and the abrogated eternally, before He legislated them for His servants. The new thing in abrogation is only His, Exalted is He, revealing to His servants what He knew, not the appearance of that to Him, according to the phrase: (They are only matters He reveals, not matters He begins). And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.

We do not abrogate a verse or cause it to be forgotten except that We bring forth [one] better than it or similar to it
مَا نَنْسَخْ مِنْ آيَةٍ أَوْ نُنْسِهَا نَأْتِ بِخَيْرٍ مِنْهَا أَوْ مِثْلِهَاand Exalted. Allah the Exalted said:
(3) Nor does he speak from [his own] inclination. (4) It is not but a revelation revealed,
وَمَا يَنْطِقُ عَنِ الْهَوَى (3) إِنْ هُوَ إِلا وَحْيٌ يُوحَىNo disaster strikes upon the earth or among yourselves except that it is in a register before We bring it into being - indeed that, for Allah, is easy -
مَا أَصَابَ مِنْ مُصِيبَةٍ فِي الأَرْضِ وَلاَ فِي أَنْفُسِكُمْ إِلا فِي كِتَابٍ مِنْ قَبْلِ أَنْ نَبْرَأَهَا إِنَّ ذَلِكَ عَلَى اللَّهِ يَسِيرٌ
