Question:
The questioner, whose name is indicated by the initials (A. A), asks: Is it permissible to spend on mosques, specifically for their repair, laying good carpets, and the like, from zakah?

Answer:
Mosques are not among the categories of zakah expenditure, neither their construction nor their carpeting. The categories of zakah expenditure were clarified by Allah, Glorified and Exalted, in His saying:
Zakah expenditures are only for the poor and for the needy and for those employed to collect [zakah] and for bringing hearts together [for Islam] and for freeing captives [or slaves] and for those in debt and for the cause of Allah and for the [stranded] travelerإِنَّمَا الصَّدَقَاتُ لِلْفُقَرَاءِ وَالْمَسَاكِينِ وَالْعَامِلِينَ عَلَيْهَا وَالْمُؤَلَّفَةِ قُلُوبُهُمْ وَفِي الرِّقَابِ وَالْغَارِمِينَ وَفِي سَبِيلِ اللَّهِ وَاِبْنِ السَّبِيلِ
[Surat al-Tawbah: 60].
Therefore, mosques are not among the categories of zakah expenditure, neither their construction, nor their carpeting, nor anything else.
