The Shaykh : No.

The questioner : And giving tayammum precedence over that.

The Shaykh : This does not differ based on the status of the person considering buying water, whether he is rich or poor. All issues, and this is one of them, are tied to the general principle: "Fear Allah as much as you are able."

The questioner : Our Shaykh, he holds that tayammum takes precedence over this matter, so you disagree with him on this.

The Shaykh : Yes, indeed. A rich person might buy water, for example, for something that is a luxury, such as buying water to wash his car. So why should he not buy water to wash his limbs? Performing the obligatory act that Allah (Mighty and Majestic) commanded him to do is more important than that. As for a poor, destitute man who wants to save the money he would spend on water for his ghusl for a necessary matter in his life, for his family or for himself, it is said that he should not buy it. Therefore, the issue requires this distinction.
