The fourth question of the fatwa number ( 3225 )
Q4: If a person performs the ghusl for impurity - that is, janabah - is it permissible to cover his body with water without rubbing?
A4: Praise be to Allah alone, and blessings and peace be upon His Messenger, his family, and his Companions.. And after: The correct opinion among the scholars is that rubbing the body and limbs is not obligatory in wudu' nor in the ghusl for janabah. Therefore, it is sufficient for the person in a state of janabah to pour water over his body until it covers it, and to pour water over the limbs of wudu' until the water covers them. However, it is recommended in the ghusl for janabah to first wash the impurity from his private parts, then perform wudu' as he does for prayer, and then pour water over the rest of his body until it covers it. One does not say that the person in a state of janabah is najis, nor that janabah is a najasah; because it is established from the saying of the Prophet (peace and blessings be upon him) regarding the person in a state of janabah:
A muslim is not defiled.
